Stay at home moms in New York City are officially known as Care for Family Moms. In addition, family and group day care is available. What's the difference? Simply put, a family daycare can have up to 6 school-age children and does not need to hire an assistant.
On the other hand, Family Group Daycare requires you to submit an assistant with your application, and your assistant can attend up to 12 school-age children.

Which one should you choose? It depends on you. If you have a "suitable" place for 12 children or a helper, then a family daycare group is the best option for you. If you have a small space or want to do it alone, family day care may be better.
One last thing before we get into the requirements is whether or not you need a license. Here's the OCFS rule: if you plan to care for 3 or more children (they're yours!) for more than 3 hours a day, you must be licensed or registered.
Okay, now that we have the basics of childcare in New York, let's look at what it takes to get a license to open a home daycare.

If you have at least 2 years of parenting or paid/unpaid experience working with children, you are eligible for OCFS. If you only have 1 year, you can complete an additional year by completing 6 hours of early childhood development training or education. Note that if you hire an assistant, they must also meet this requirement.
After receiving your application, you will need to send 3 references that will guarantee your childcare experience. Your licensor will send them a form that they need to fill out and send back, so you'll want to contact them during the application process so they can accept it and send it in as soon as possible.
If you rent from a landlord or a management company, or belong to an HOA, it's very important to make sure you get permission to start daily maintenance on the home before you do anything. We've seen people get deep into the licensing process, only to find out it doesn't agree with their boss. Be sure to give them a thumbs up before you continue.
To begin the licensing process, you will create an account on the OCFS website and go through their online process. It takes about 2 hours and you will watch a total of 20 videos. After that, you can request an official application. Once requested, it will take 1-2 weeks for your application to arrive.

You must be current in Pediatric First Aid and CPR to pursue the licensure program. But you don't need these certificates to apply. Instead, you just need to write your confirmation statement. Make sure it's personal too. Online CPR and first aid courses do not count.
Once you have received your application and received your registration # (soon to be your license #), you can register for your Health and Safety training through the Early Childhood Education and Training Program (ECETP) website.
Health and safety training is a 15 hour course, usually divided into 2, 3 or 5 day sessions. There you will be given detailed information on how to take care of children's health and safety in your program. After completing the training, you will receive a certificate that you must copy and submit with your application.
As a provider, you must prove that you have a clean bill of health, and the application includes a form that you can send your primary care physician to sign. You will also have a Tuberculin test to prove that you are negative.

You must sign and stamp the form in front of a notary and state whether or not you are currently obligated to pay child support. Some consider this a bit of a cliffhanger as it is near the end of the application package.
Next, you, the applicant, must ensure that each of your dependents or family members has a clean criminal record before submitting your application.
You will need to complete a "Criminal Conviction Declaration" form and an Employee List (SEL) verification form for you and each family member listed on your application. You must also enter each family member on the State Central Registry (SCR) form and submit a $25 processing fee. Then, after you mail in your application and your Licensor receives it, you and each member of your household must make an appointment to have your fingerprints taken.
After you submit your application to the Licensee and your fingerprints are successfully returned, your Licensee will schedule 2 home inspections with you. The first home inspection focuses on fire and safety - make sure your home is suitable and safe for childcare and that you have the right emergency plans in place.
